Our ref: FOI-2065-1617
Thank you for your email received on 23 January 2017 asking for information about rail enhancements. I am sorry for the delay in replying.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
I would like to obtain the full economic case documents held by TfL for
1. West Anglia four-tracking
https://www.london.gov.uk/press-releases/mayoral/west-anglia-taskforce-lays-out-track-ahead
The latest information on the economic case is set out in the report available here:
https://www.london.gov.uk/sites/default/files/taskforce_brochure_a4_24ppv11.pdf
2. Gospel Oak - Barking railway electrification.
Please Find attached the most recent documentation and accompanying spreadsheet held on the business/economic case for the electrification of the Gospel Oak <> Barking route. This dates from 2009 and represents an early assessment of the business case completed in conjunction with Network Rail. I understand Network Rail continued to develop the business case beyond this point to secure approval for project implementation in their role as Sponsor for the works. TfL does not hold a copy of the final business/economic case generated by Network Rail to secure approval for the electrification works. You may wish to contact Network Rail directly for any details of the final economic case used to justify electrification of the route.
I would also like to know whether the costs of West Anglia four-tracking are included, or not included, in TfL cost estimates of Crossrail 2.
Yes these are included. The Crossrail 2 cost estimate includes provision of a 3rd track between Angel Road Station and Broxbourne and a 4th track from Temple Mills West Junction to Broxbourne. Provision of a 3rd track between Temple Mills West Junction to Angel Road Station is the subject of a separate Network Rail project that will be completed in advance of Crossrail 2.
If this is not the information you are looking for, or if you are unable to access it for some reason, please do not hesitate to contact me.
If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.
Yours sincerely
