We answered

TfL Ref: FOI-2063-2122

Thank you for your request received by Transport for London (TfL) on 7th December 2021 asking for information about the ULEZ Autopay registration fee.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

ULEZ Autopay - annual £10 registration fee - what relevant real administrative cost (rather than hypothetical cost) is this expected to cover. the rational behind charging it and why this is not incorporated into the ULEZ Charge.”

TfL does not hold the precise information requested. The £10 annual registration fee is not determined by TfL. Rather, it is prescribed by the legislation that governs the scheme. A copy of the Greater London Low Emission Zone Charging Order 2006 can be found online here:

Note the wording on page 10 that states:

“(7) In respect of each specified vehicle which is not also a specified vehicle for the purposes of article 6A(4) of The Greater London (Central Zone) Congestion Charging Order 2004, a charge of £10 shall be incurred annually on the anniversary of the date of entry of particulars of that specified vehicle in the register of specified ULEZ Auto Pay vehicles.”

The fee is to cover the costs involved in the processing and ongoing administration of autopay, with any revenue generated being spent on improving transport in London.
