I have noticed the new 20 mph speed limits on Hammersmith Road and Fulham Palace Road.
Please can you tell me if the speed limit was changed by LBHF or TFL or both?
If done by TfL, under what legal authority was it changed and within that legal authority, where does it permit the alteration of speed limits?
Also, did the relevant legislation require consultation? If so, what consultation was done by TfL; and please can you send me the results?

Thank you for your request received by Transport for London (TfL) on 19th November 2022 asking for information about 20 mph speed limits.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:

The roads in question are not TfL-managed roads but are under the control of the local borough, and the decision would have been taken by that authority. I understand that this would have been carried out under section 84 of the Road Traffic Regulation Act with public consultation. I suggest you re-direct your questions to the relevant local authority.
