Southbound no-right turn from Portland Place > Devonshire Street

You asked
Between 2018-20, a no-right turn system was installed on the southbound carriageway of Portland Place (A4201) leading to Portland Street (51.52209, -0.145741). This restriction appears to be temporary and is controlled by the usage of an illuminated sign on the traffic light.
I am requestion the following information:
- The date this was installed
- The times within which the no-right turn restriction is active
- Any other information (such as documents) regarding this installation, if applicable.
