Thank you for your request received by Transport for London (TfL) on 13 September 2023 asking for information about the costs of Cycleway 9 consultation.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Costs of Cycleway 9 consultation

Please could you disclose the total costs involved in managing the consultation for the "Chiswick High Road cycling and walking changes" (as per the link below):

The total cost of the consultation was £26,775.69.   We have broken this cost down according to the criteria you identified below:

This should include:
- costs to produce all consultation materials (documents, maps, videos, emails, website etc)

With the exception of ‘easy-read’ documents and a British Sign Language (BSL) video, all of the published consultation materials were produced in-house.  We do not record the amount of time (and therefore the cost) that TfL staff spend producing consultation materials.  The easy read and BSL were used across a number of highway schemes that had been introduced in similar circumstances to Cycleway 9 (ie. With an ‘Experimental Traffic Order) and these materials cost £4110.60 in total to produce.  We have included this figure in the total cost of the Cycleway 9 scheme for completeness. 

- costs to produce & distribute printed materials (posters, signage, leaflets etc)

The total cost of the steps we took to publicise the consultation was £8,875.  This includes ‘face-to-face’ engagement sessions.

- costs of face-to-face engagement sessions (postcards, travel expenses etc)

See above.

- costs of any external agencies involved (eg Steer Group)

The cost of the consultation analysis undertaken by Steer was £13,790.09.  Additional external agencies assisted us in certain other consultation activities (eg. Publicising the consultation or producing easy read and BSL versions of our consultation materials) and the costs incurred in working with these agencies are included in the cost of these activities, as described above.

- approximate cost of TfL staff time required to produce / manage the above

The number of staff involved in delivering or supporting the consultation has varied over time and additionally work on a variety of TfL projects.  It is not possible therefore to isolate how much time has been spent on the Cycleway 9 consultation, and therefore the costs.

Please also specify whether the cost of the consultation was borne by TfL or paid by London Borough of Hounslow.

The costs were borne by TfL.
