Crossrail Light Fixture Design

This is a request for information about Crossrail, but since Crossrail Ltd is now a subsidiary of TfL I have directed my request here. If this is not the correct venue for such requests, kindly inform me of the correct address. An article was recently published in CIBSE Journal [1], about innovative lighting solutions to be used in Crossrail stations. In it, it describes the "Recessed Escalator Deck Light" to be used as an uplighter between escalators. It also states that a design feature of the luminaire is to provide sufficient light on the faces of passengers for effective identification using CCTV cameras. With regards to this design of luminare in particular, please release: * Crossrail Ltd's initial specification of the fixture to be developed. * The final manufacturer's specification, containing figures regarding light output (total output, pattern, colour, etc.). * Any documents or recorded discussions (either internal, or externally with the supplier or another body) regarding the aforementioned design feature. I would expect at least a search of minuted/reported meetings, and relevant emails.

Thank you for your request received by Transport for London (TfL) on 2 November 2018.

Your request has been processed in accordance with the requirements of the Freedom of Information Act and our information access policy. You asked:

An article was recently published in CIBSE Journal [1], about innovative lighting solutions to be used in Crossrail stations. In it, it describes the "Recessed Escalator Deck Light" to be used as an uplighter between escalators. It also states that a design feature of the luminaire is to provide sufficient light on the faces of passengers for effective identification using CCTV cameras.

With regards to this design of luminaire in particular, please release:

* Crossrail Ltd's initial specification of the fixture to be developed.

* The final manufacturer's specification, containing figures regarding light output (total output, pattern, colour, etc.).

* Any documents or recorded discussions (either internal, or externally with the supplier or another body) regarding the aforementioned design feature. I would expect at least a search of minuted /reported meetings, and relevant emails.

Please be aware that, under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

We estimate that providing you with the information you requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. The search for relevant information would be considerable as you have not specified a time frame for which you require the information. Further, we would need to try and locate the relevant correspondence and documents from within and outside of our organisation. This information would be held within our archived email servers which would require us to manually trawl through a significant amount of correspondence to locate, extract and collate any that are relevant to your request.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by Transport for London. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to a particular period of time, geographical area or specific departments of TfL.

Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.
