Information on emails sent out re Hackney Cycleway Consultion

I refer to the public consultation report on the Hackney to Isle of Dogs Cycleway (see https://consultations.tfl.gov.uk/cycling/hackney-to-isle-of-dogs/results/cyclingandwalkingimprovementsbetweenhackneyandtheisleofdogsconsultationreport.pdf ).
On page 8 of the Report it states that 350,000 emails were sent out “to people travelling to or through or had an interest in the area or the new cycleways”.
Bearing in mind that it is now very difficult to acquire email mailing lists from third parties, please answer the following questions:
1. What were the sizes of the mailing lists to which the aforementioned emails were sent?
2. Were these email lists ones maintained by TfL, acquired from third parties, or did third parties send out consultation information to their own lists?
3. If they were acquired from third parties, who were they acquired from?
4. If third parties sent out the consultation information, who were those third parties?
5. If the email lists were those maintained by TfL how do people get added to such lists, i.e. what is the source of the contact info and how do new contacts get added?

Thank you for your request received by Transport for London (TfL) on 7 October 2019 asking for information about the Hackney to Isle of Dogs Cycleway.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. 1. What were the sizes of the mailing lists to which the aforementioned emails were sent?

We used three email lists to raise awareness of this consultation.
The first list of local leaders (faith, businesses, community, schools and other groups) was based on email addresses already in the public domain. There were 81 people on this list. This list was bespoke to this consultation and was prepared by TfL’s Local Communities and Partnerships team for this consultation.
The second list is our stakeholder database. This is maintained by the TfL Consultation Team. Contacts are added to this list because they have said they want to be kept informed about TfL consultations or are statutory stakeholders. There were 4,875 contacts on this list. The database is held on a secure server, with access restricted to the TfL Consultation Team. People can be removed from this database at any time either by unsubscribing on the TfL consultation website or by contacting TfL directly by email. The third list is derived from our main Customer Relationship Management Database. This is a database of our customers that have requested to be kept up to date by email on TfL travel related information. There were 473,120 people on this list (the report said it was 350,000 but on re-checking the total was 473,120). It is maintained and owned by TfL. People can be removed from this database at any time either by updating their own contact preferences in their TfL account, using the unsubscribe option we include in all our emails or by contacting TfL directly by email.
No third parties were employed by TfL to populate the above consultation lists or to send out information on our behalf for this consultation. We do not procure third party lists for consultations.
