Thank you for your request received by Transport for London (TfL) on 12th September 2023 asking for information about the ULEZ scrappage scheme.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 
 
Specifically you asked:
 
I'd like to know the total number of applicants for the ULEZ scrappage scheme, out of that how many were deemed eligible. Out of those that were not accepted for the grant, what were the main reasons for rejection?”

Note that the total of the applications approved does not necessarily indicate the rejection of all others, as while the scheme is live there may be some applications awaiting final assessment/processing, including those that require the resubmission of corrected or missing documentation from applicants. It is not possible to say at this stage what percentage of applications are approved or rejected, but an evaluation report with a more detailed breakdown will be published following the closure of the scheme.

In answer to your third question, when applying to the Scrappage Scheme we require various documents to be included for an application to be valid, and incomplete or missing documentation is one of the main reasons for rejection. In such instances the applicant is able to reapply or send us the correct documents to be reconsidered and the application may then be accepted. Below are the top 5 scrappage scheme rejection reasons:
 
  • Proof of status as a sole trader not valid or not provided at all - applies to Van and Minibus Scrappage Scheme (VAMSS) only.
  • Insurance certificate being out of date at the point of application or not provided at all (applies to Car And Motorcycle Scrappage Scheme (CAMSS) and VAMSS)
  • V5C document being incomplete or not provided at all (applies to CAMSS & VAMSS)
  • “Other reason”  - (whereby we send a case by case rejection letter with detail related to that application and what is still required). This applies to VAMSS only.
  • V5C document showing that the vehicle has been owned for less than 12 months prior to scrappage scheme launch (applies to CAMSS & VAMSS)
