Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we do hold the information you require. You asked:

Could you please disclose each of the steps required for making Traffic Orders under section 84 of the Road Traffic Regulation Act 1984. These would be the steps to comply with internal procedures and the statutory requirements relating to the primary legislation under which it was made. I understand from your response below that each of these steps is found in your software system.
Please refer to our previous response (FOI-0719-2425). The statutory requirements are set out in legislation and regulations when making Traffic Orders. These statutory requirements include details on what is required from an authority including consultation and timeframes and the necessary steps that need to be taken. The relevant legislation and regulations are the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996, The Road Traffic (Temporary Restrictions) Procedure Regulations 1992 and Road Traffic Regulation (Special Events) Act 1994 in compliance with the Road Traffic Regulation Act 1984.

GLA 2023 No. 0622 THE A20 GLA ROAD (SIDCUP BY-PASS, LONDON BOROUGHS OF BEXLEY AND BROMLEY) (TEMPORARY 40 M.P.H. SPEED LIMIT) ORDER 2023.
1. Disclosure of each of the steps required for making Traffic Order 0622 to comply with internal procedure and statutory requirements relating to the primary legislation under which it was made. I understand each of these steps is found in your software system. This should also include any documentation discussing the reasoning for the choice of legislation under which the Order was made (section 14(1) of the Road Traffic Regulation Act 1984). If no such documentation exists then please confirm this.
I can confirm that no further documentation exists.
2. Disclosure of the documentation provided to demonstrate compliance with each of these steps. This should include names and titles of the people who signed off each step, and the dates of each entry/submission, consultation documentation and rationale for the necessity of the Order, including any alternatives considered.
The information provided in our previous response (FOI-0719-2425) relates to a permanent order, we do not need to consult or document each step for a temporary order. The order referred to above is a temporary order, as such we do not hold the requested information.
3. The delegated authority Consent Order that was in force at the time of the making of Traffic Order 0622 (6 October 2023) showing the list of the individuals within TfL who have delegated authority under TfL's Standing Orders to make Traffic Orders.
