Question 1 - The job specification and description of TSE officers:

The job description attached is for the generic role of CPOS operations officers. It is currently in the process of being updated to reflect the new role of the Transport Support and Enforcement Officer.

Question 2 - Details of Training (general training that is issued to all TSE officers):

TSE officers undertake a 5-week training course, that includes both classroom based and on-site sessions, as well as shadowing opportunities.

The TSE officers are trained in modules including:

  • The role of a TSE officer, TfL behaviours, the internal structure of the Compliance, Policing, Operations and Security Directorate and the Operational Structure.
  • TSE authorities and powers, TfL Conditions of Carriage and Byelaws, and procedures/guidelines,
  • Overview of TfL Network and of policing partner structures and policies
  • Work related Violence and Aggression
  • Suicide prevention, safeguarding and hate crime
  • Mental Health
  • Body Worn Video
  • London Underground Stations and radio training
  • Health and Safety. Risk assessment
  • Trauma response and well-being
  • Overview of British Transport Police and Stop and Account (London)
  • Communication skills, problem solving, conflict management skills, questioning techniques, assertiveness skills and persuasion/influence skills
  • Notebook entries and introduction to PACE and Statements
  • Physical Intervention skills and assessment
  • Problem Solving and
  • Corrosive Substances
  • Counter Terrorism
  • Analysis and Intel
  • Deployment and tasking
  • TfL General Customer Service Awareness including overview of pan-modal ticket types.

Officers must also carry out e-Learning modules in:

Officers are regularly assessed on different aspects during the training and undertake a final assessment.

Question 3 - Powers of Arrest / Detaining and Authority::

Our Transport Support & Enforcement Officers operate as authorised officers under powers contained within the byelaws applicable to TfL services, namely: Tramlink Byelaws, Tramlink (Variation) Byelaws, Cable Car Byelaws, TfL Railway Byelaws & TfL Road Transport Premises Byelaws, in addition to face covering enforcement, which TfL officers can enforce under the legislation referenced below:

Officers have the same common law powers of arrest as any member of the public. They do not have the power to detain. Officers would not use these powers in their day to day work.

Question 4 - Work location (details of where the TSE officers are legally allowed to conduct activities, e.g LUL stations, London Overground Stations and any other TFL locations or and premises):

TSE’s are authorised officers of TfL and can lawfully work across all TfL services (London Underground; London Overground; Trams; the Emirates Airline; Rivers; Buses; Transport Premises and / or any other such services that TfL may operate or regulate)
