I would like to make a request for information under F.O.I. The Private Hire Operator Licence no is 1036 Zulfiqar Ahmed T/A one2one cars in the City of Westminster based on 356 Harrow Road, London W9 2HT 1) I would like to know the present licence which was issued and expiring on 10/12/2021 if it was limited to just the Ground floor of the property or also include the Basement of the property? 2) If the licence terms and conditions also included the basement of the property where the operator could operate from was there any risk assessment carried out by Tfl of the basement in terms of health and safety is concerned when the licence was issued? Considering the same permises was not issued licence by TFL on health and safety ground in 2016 to operate other centre as Topograpical test centre. 3) If the operator's licence was limited to its operation on or from the ground floor if so is the operator allowed to operate from the basement under licensing terms and conditions under which the Private Hire opertors licence was issued?

Thank you for your request received by Transport for London (TfL) on 5 December 2021 asking for information about Private Hire Operator Licences.

Your requests have been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
 
  1. I would like to know the present licence which was issued and expiring on 10/12/2021 if it was limited to just the Ground floor of the property or also include the Basement of the property?

As part of our private hire operator application process we ensure appropriate planning permission is held to provide private hire services.

Planning permission is granted by the City of Westminster for both the ground floor and basement of 356 Harrow Road to be used to provide these services. Both the current and previous planning documents are available on Westminster Council’s website here: https://idoxpa.westminster.gov.uk/online-applications/propertyDetails.do?activeTab=relatedCases&keyVal=O548WMRP11R01.
 
  1. If the licence terms and conditions also included the basement of the property where the operator could operate from was there any risk assessment carried out by Tfl of the basement in terms of health and safety is concerned when the licence was issued? Considering the same permises was not issued licence by TFL on health and safety ground in 2016 to operate other centre as Topograpical test centre.

The 1998 PHV Act and Operator regulations do not require TfL Authorised Officers to check health and safety documents. However, as part of our compliance inspections Authorised Officers carry out a dynamic risk assessment to ensure it is safe for them to carry out their inspection. Where public access is permitted Authorised Officers will also ensure the premises is safe for the public to access.
 
  1. If the operator's licence was limited to its operation on or from the ground floor if so is the operator allowed to operate from the basement under licensing terms and conditions under which the Private Hire operator’s licence was issued?
