Rumours of 267 bus being permanently re-routed without consultation

There are local rumours that TfL intend to re-route the 267 bus, and remove it from Wellington Road, possibly adding stops on part of South Street. 1) Can you please advise if there are any plans to change 267 bus routing 2) If the answer to 1) is yes, please advise when TfL plan to issue a public consultation 3) Can TfL confirm that no routing change to 267 will be discussed (or contract negotiations or variations opened) with Bus Operator until after closure of any Consultation. If any have happened already can these please be disclosed. 4) If TfL believe they are permitted to change any routing without public Consultation, can they please advise the exemption (or section of the Act) from the appropriate Local Government Act which covers this.

Thank you for your request received by us on 4 October 2019 asking for information about bus route changes.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we do hold the information you requested. You asked:

  1. Can you please advise if there are any plans to change 267 bus routing

     

     

    TfL will be altering route 267 as a result of the operator contract changing from London United to Abellio on 9 November 2019.

     

     

    TfL will change the terminus of route 267 from Fulwell Bus garage to Fulwell Old Tram Depot. This is required because Route 267 currently terminates and stands at Fulwell Bus Garage (owned by the incumbent contractor) on Wellington Road, while the new contractor uses the Fulwell Old Tram Depot stand. The first and last stops on this route will also change from Fulwell Bus garage (Wellington Road) to South Road (stops F and G). The distance between the current first and last stops and the new first and last stops is approximately 200 metres.

  2. If the answer to 1) is yes, please advise when TfL plan to issue a public consultation

     

     

    In line with the Greater London Authority Act 1999, section 183, subsections (2) and (3), TfL must consult before (i) making a decision on varying the terminal points of a bus route; and (ii) the points at which passengers may or may not be taken up and set down.

     

     

    The defined consultees within the Act are:

     

     

    1. The commissioner or commissioners of police affected;

       

    2. The London authorities affected;

       

    3. The London Transport Users Committee; and

       

    4. Any other person whom TfL considers it appropriate to consult.

       

       

      From Friday 2 August to Friday 30 August September 2019, we ran a consultation and informed and asked for feedback from the Metropolitan Police, London Borough of Richmond upon Thames, and London Travelwatch (which is the name used by the London Transport Users Committee) regarding the proposed changes to this route.

       

       

      In addition to the above, we also made local schools, ward councillors,  London Fire Brigade, London Ambulance Service, Fulwell golf course and Squires Garden Centre aware of the proposed changes. Route 267 customers, who had registered for updates from TfL, were also made aware of the proposed changes to the route via email. . Any feedback on these proposals from stakeholders or customers could be sent to TfL by email ([email protected])  or by post to  Local Communities and Partnerships, Transport for London, 5 Endeavour Square, Stratford, London E20 1JN.

       

       

  3. Can TfL confirm that no routing change to 267 will be discussed (or contract negotiations or variations opened) with Bus Operator until after closure of any Consultation.  If any have happened already can these please be disclosed.  

     

     

    Contract discussions took place prior to consultation. This was because the contract for this route, held by the incumbent operator London United, needed to be retendered prior to its expiry.

     

     

    If the contract award had concluded with the incumbent being awarded the contract then the change to terminus and stops would not have been required and no consultation would have taken place. The contract award to Abellio was the driver for the subsequent consultation.

     

     

  4. If TfL believe they are permitted to change any routing without public Consultation, can they please advise the exemption (or section of the Act) from the appropriate Local Government Act which covers this.

As per the answer to question 2, TfL has conducted a consultation in regard to changes to route 267.
