Hello,
I wish to raise a freedom of information request for the decision to reduce the speed limit on over a three mile section of the South Circular from Well Hall roundabout to the Woolwich Ferry from 30mph to 20mph.
I’m particularly interested in the data used to make this decision as well as the outcomes of consultation undertaken with local residents.

Thank you for your request received by Transport for London (TfL) on 11 September 2023 asking for information about the decision to reduce speed limit on South Circular.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
Please see attached a slide deck that goes into detail about the strategic analysis undertaken to identify locations. This was created at the beginning of the programme to reflect changes from the Vision Zero Action Plan.
We have added the A117 Pier Road and Albert Road in Newham and the Woolwich Ferry Terminal to accelerate the 20mph proposals within the planned Healthy Streets project as well as the request from the Woolwich Ferry operators for the terminals themselves.
There is also a useful summary in Chapter 3 of the Vision Zero Action Plan (please see link below).
