Freedom of Information request regarding Train Manager staffing levels at Train Crew depots (LUL)

Good Afternoon. Could you please supply me with the numbers of Train Managers currently employed at every Train crew depot on the London Underground network. Could you also supply the minimum number of Train Managers required at all Train crew depots on the London Underground network. Could you also disclose where there are depots that are ‘over numbers’ with Train Managers. (in other words there may be one or two Train Managers employed at a depot in addition to the minimum numbers that are required, for whatever reason they may be employed at these Train crew depots. If there are any Train crew depots that are over numbers with Train Managers, was (or is) this a temporary or permanent arrangement. Could you please supply the information requested from January 2017 to the current date which is 11/01/2021. Could you also disclose depots where Train Manager minimum number requirements have been reduced after the announcement from TFL/London Underground with regard to their reorganisation of the Train Manager grade at Train crew depots after its announcement in 2020. For example after this announcement a particular Depot may have reduced from 10 Train Managers minimum previously to 9 Train Managers required now. Thank you very much.

Thank you for your request of 11th January 2021 asking for information about London Underground Train Managers.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold the information you require. Your questions are addressed in turn below. You asked that the information be provided from January 2017 to 11th January 2021. You subsequently clarified that this meant providing data for January and July of each year since 2017.

Question 1: Could you please supply me with the numbers of Train Managers currently employed at every Train crew depot on the London Underground network.

And;

Question 2: Could you also supply the minimum number of Train Managers required at all Train crew depots on the London Underground network.

The table below provides the current Trains Manager (TM) numbers and the minimum TM numbers for each location as of January 2021. For each of the previous years, please see the spreadsheets attached.

Question 3: Could you also disclose where there are depots that are ‘over numbers’ with Train Managers. (in other words there may be one or two Train Managers employed at a depot in addition to the minimum numbers that are required, for whatever reason they may be employed at these Train crew depots.

The table above and the spreadsheets attached show the variance between the minimum numbers required and the actual numbers deployed. The pdf attachment “Over Establishment Reasons” explains the reasons why locations were over numbers.

Question 4: If there are any Train crew depots that are over numbers with Train Managers, was (or is) this a temporary or permanent arrangement.

This is a temporary arrangement in each case. As can be seen in the data, the numbers at each depot vary across different periods.

Question 5: Could you also disclose depots where Train Manager minimum number requirements have been reduced after the announcement from TFL/London Underground with regard to their reorganisation of the Train Manager grade at Train crew depots after its announcement in 2020. For example after this announcement a particular Depot may have reduced from 10 Train Managers minimum previously to 9 Train Managers required now.

The following locations have had their TM numbers reduced: Acton Town Pic, Arnos Grove, Northfields, Brixton, Seven Sisters, Queens Park, Barking, Hammersmith, Hainault, Leytonstone, Loughton, White City, Earls Court, Upminster, Stratford, Neasden.
