Thank you for your email received by Transport for London (TfL) on 2 October 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees Regulations 2004). Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

You asked for copies of correspondence relating to the proposed capacity improvements to Stratford Station since 23 August 2019, between LLDC, Stratford Garden Development Ltd and other organisations, and any work carried out to review the proposed works. We have conducted searches of the mailboxes of those members of staff most likely to hold relevant information to locate and collate the information requested and this has produced an excessive volume of information requiring review. Our first email search was for any emails containing the word “Stratford” which returned 1,931 hits and the second was for emails containing the word “Stratford” and “Capacity” which returned 553 hits. These emails would each need to be manually reviewed to determine whether they are between the organizations listed above and concerning capacity improvements to Stratford station. Many of the hits are likely to be not relevant, duplicates, due to emails being repeated within email chains, as well as internal emails for discussion during this time period. Therefore the actual number of emails covered by your request will be a sub-set of the above numbers.

However, locating those that are relevant would require us to manually review all of them to determine whether the email, or email chain, is relevant and then we would need to extract and compile all of those that meet your request. Furthermore there are likely to be additional emails relevant to your request that may not be caught by the keyword search above and so we would likely need to conduct further searches using both additional keywords and employees to ensure that everything relevant has been located and collated, which would of course increase the processing time required to complete your request.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. For example, a request for specific documents or reports is less likely to raise concerns about the processing time required to answer it. Alternatively you may wish to limit your correspondence search to specific organisations or regarding a specific element of interest.
