You asked

As somebody who witnesses Police vehicles frequently parking on yellow, double yellow and double red lines when NOT on operational duty, but either resting or going into cafes, take-aways or resteraunts. So, I want to know how many FPN's have been issued to Police vehicles between 2018-2020. I also want to know if TFL has a policy that restricts or prohibits or otherwise the issuing of tickets to Police vehicles. This will help me understand why the Police seem tho think themsevels immune from Law.

Thank you for your request received by Transport for London (TfL) on 5th December 2021 asking for information about the number of Penalty Charge Notices issued to police vehicles in the period 2018-2020.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

Note that TfL is responsible for administering the Transport for London Road Network (TLRN - sometimes known as the “Red Routes”) only. Double yellow lines are administered by the relevant London Borough.

In relation to your questions, TfL does not hold the requested information. When we issue a penalty we do not record whether the vehicle is a police vehicle and therefore we do not hold information on the number of penalties issued to police vehicles. The regulations governing the Red Routes do not allow for an exemption from the restrictions for police vehicles and we do not have any policy which prohibits the issuing of penalties to police vehicles. Should a police vehicle incur a penalty then the recipient would have the right to challenge it by submitting a representation to us. Any decision around the penalty will be based on the grounds of the representation and evidence provided.
