TfL Ref: FOI-2020-2021
Thank you for your request received by Transport for London (TfL) on 9th January 2021asking for information about the showmen’s discount.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:
“Could you please tell me how much it costs TFL to administer the Showmen’s Discount and why non taxed , uninsured , scrapped vehicles are still registered on the data base. And How many vehicles are registered for the discount?”
I can confirm that we hold some of the information you require.
The administration of the Low Emission Zone (LEZ) showman’s discount is a single element of the overall management of our Road User Charging schemes. We do not record specifically how much it costs to administer the Showman’s discount and so we do not hold this information.
Entitlement to the Showman’s discount is not dependent on whether a vehicle is taxed or insured. However, motorists are required to inform TfL if they no longer own a vehicle or if it has been scrapped. This is set out within the declaration agreed to when signing and submitting a discount application from.
As at Friday 8th January there were 3,000 vehicles registered for the discount.
More information about discounts and exemptions for the Low Emission Zone can be found on the TfL website here:

If this is not the information you are looking for please do not hesitate to contact me.
If you are considering submitting a further FOI request please think carefully about whether the request is essential at this current time, as answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. Where requests are made, please note that our response time may be impacted by the current situation.
Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
Yours sincerely,
