Blue Badge Holders Fined for pre-midnight amendment rule

When a vehicle is added/amended to the Blue Badge Discount online, it only becomes effect post midnight. Meaning those who update their details at 09:00 on the 1st January 2019, cannot drive within the CC zone without incurring a fine until 00:01 2nd January 2019.
Could you please provide me with the number of Congestion Charge fines issued to Blue Badge holders (or their nominees), whose vehicle wasn't exempt from the CC due to them driving their vehicle on the same day it was added/amended on your online system.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

No such Penalty Charge Notices (PCNs) have been issued to Blue Badge holders. When a vehicle is nominated for a Blue Badge discount it becomes effective immediately and the vehicle is covered for that day and for all days for the period it is on the account.
