Dear Transport for London, THe DfT has provided the following information to me following an FOI request for EATF funding details: 'In tranche one of the Emergency Active Travel Fund, each London Borough was allocated £100,000 and Transport for London was allocated £1.7million.In tranche two, £20million has been allocated to TfL to distribute to London Boroughs. The amount each will receive is dependent on an assessment of the proposals that the boroughs submit to TfL.Further questions about the tranche 2 breakdown in London should be addressed to TfL' I would like a breakdown of the Emergency Active Travel Fund TFL received and allocated to each London Borough. Please could you provide this information by Tranche and by allocation and actual spend.

Thank you for your request received by Transport for London (TfL) on 6 January 2021 asking for information about Emergency Active Travel Fund (EATF) allocation by Borough.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.

I would like a breakdown of the Emergency Active Travel Fund TFL received and allocated to each London Borough. Please could you provide this information by Tranche and by allocation and actual spend.

For Tranche 1, each London borough received £100k directly from the DfT to deliver active travel projects, with the following exceptions (either because a bid was not submitted, or because the quality of proposals was judged as not acceptable by the DfT):

  • Bexley
  • Bromley
  • Havering
  • K&C
  • Wandsworth
  • Westminster

The above boroughs received £50k, with the difference (£300k) being transferred to the London Streetspace Programme (LSP) ‘pot’ to be allocated to borough LSP schemes. The transferred funds weren’t directly allocated to specific projects, so it’s not possible to separate out the schemes funded this way. We don’t hold the expenditure or ‘spend’ data as the funding wasn’t allocated by TfL but by the DfT who acted on our recommendations and issued the funding directly to the boroughs. You may want to contact the individual boroughs to request this information.

The London Streetspace Programme (LSP), through which Tranche 2 of the Department for Transport’s (DfT) Active Travel Fund will be delivered, is divided into two funding streams: Strategic Cycle Routes, and Non-Cycling. The latter of these encompasses Low Traffic Neighbourhoods (LTNs)and School Streets. The LSP is creating extra space across the capital to enable more people to walk and cycle safely while social distancing. More than 90km of new or upgraded cycle lanes have been delivered or are under construction so far and 22,500m2 of vital extra space for people walking has also been created.

On the Cycling side, initial allocations are given to boroughs to commence design works. Once completed, boroughs can apply for further funding to implement their designs. This additional funding is subject to availability and not all schemes will be funded through to completion. The initial allocations which are attached are now final, and no further design funding is currently due to be allocated.

Within the Non-Cycling workstream, TfL commits to funding the full cost of schemes it approves, subject to ongoing reviews with the boroughs to ensure schemes remain on track for delivery. At present we have committed the majority of our funding for this workstream, with a small amount left to allocate in the coming weeks.

A borough’s total allocation to date will be their Cycling allocation plus their Non-Cycling allocation.

The schemes are funded via the TfL Borough Portal whereby boroughs apply for funding once we confirm the acceptance of the proposal and then claim their expenditure back in arrears, subject to our verification and audit, so we won’t know their spend until the claims are made at the end of the next financial year.

If you are considering submitting a further FOI request please think carefully about whether the request is essential at this current time, as answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. Where requests are made, please note that our response time may be impacted by the current situation.
