Thank you for your request received by us on 3 October 2019 respectively asking for information about AnyVision.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. You asked:

Please can you send me a copy of any correspondence between TfL officials and a company called AnyVision since January 2017. Please include any emails, documents or meeting minutes. Please can you also send me any correspondence including emails, documents or meeting minutes that mentions the company AnyVision since January 2017.

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

We have conducted a search for emails between TfL and AnyVision which produced 21 hits, and a search for any emails that mention AnyVision which produced 614 hits. A hit refers to an email (or email chain) located by the relevant search criteria. From a brief review it is likely that some of these emails would not be relevant to your request as they include duplicates and media/marketing emails. However we would need to manually review each individual email to locate and collate those that are relevant to the request. It is also possible that further searches would need to be conducted to ensure that we can be certain we have conducted as thorough a search as possible to determine what, if any, information we hold in relation to your requests.

The process of reviewing such a large number of hits, as well as reviewing any further searches necessary to ensure all recorded information is collated, would exceed the cost limit described above and so we are refusing this request.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. You may find it more beneficial to request specific recorded information rather than broad correspondence requests as this is less likely to generate concerns around the processing time and the potential collation of a lot of information that may not be of significant value to you.

If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by us. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You may wish to ask a specific question or for a specific document rather than a broad email search  You might also consider limiting your request to only emails between TfL and AnyVision.

Although your request can take the form of a question, rather than a request for specific documents, we do not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.
