Follow-up to EIR-1354-2021 Thank you for your response to my request for information. It is appreciated. I would like to offer you an opportunity to expand upon several of your answers. Thus: 1. In your response to my point 1, you advise that works began around Kennington Tube Station in 2017 and in response to my point 4 that “the NLE contractor monitors noise at the NLE sites above ground on a continuous basis. The results have been shared with the local community at meetings of the NLE Community Liaison Groups, with the relevant material published on the TfL website here: https://tfl.gov.uk/travel-information/improvements-and-projects/northern-line-extension#on-this-page-5” I cannot find the results of the continuous noise monitoring that you refer to. Please could you kindly provide copies of these results for the period between 2017 and 31/12/2020? 2. Furthermore, in response to my point 4, you advise that “A sample monitoring of surface noise from in-progress NLE works at Kennington station was carried out after the start of NLE works on the station”, please could you kindly (a) provide a copy of this monitoring report; and (b) if the report at (a) is undated, confirm the date; and (c) confirm whether any further monitoring of surface noise has been carried out since the sample monitoring at (b). 3. In response to my point 9 you advise that “We are aware that there is a claim that vibrations have increased. However, our recent noise reports have not shown this to be the case. We are continuing to investigate the matter and further track inspections will be carried out by our noise and vibration engineers”, please could you kindly (a) provide copies of the noise reports to which you are referring; and (b) provide copies of the reports of both (i) the investigations and (ii) the track inspections to which you refer. I apologise if it was not clear enough in my original request that when I asked for information I meant the source information. I am sure that you will appreciate the value of source data and accordingly be willing to provide it. I look forward to hearing from you.

Thank you for your further request received by Transport for London (TfL) on 3rd January 2021 asking for information about noise on the Northern Line around Kennington station.

Your request has been considered in accordance with the Environmental Information Regulations and our Information Access policy.

I can confirm that we hold the information you require. Your questions are addressed below:

Question 1: In your response to my point 1, you advise that works began around Kennington Tube Station in 2017 and in response to my point 4 that “the NLE contractor monitors noise at the NLE sites above ground on a continuous basis. I cannot find the results of the continuous noise monitoring that you refer to. Please could you kindly provide copies of these results for the period between 2017 and 31/12/2020?

If you scroll down to the “Community Liaison Groups (CLG)…Presentations and minutes” section you will find “presentation” documents for Kennington Park and for Kennington Green. These presentations each contain slides presenting the results of noise monitoring. For example, the “Kennington Park CLG presentation – November 2019” document provides the results of noise monitoring on pages 9 and 10.

For monitoring carried out in 2020, please find copies of the reports attached.

Question 2: Furthermore, in response to my point 4, you advise that “A sample monitoring of surface noise from in-progress NLE works at Kennington station was carried out after the start of NLE works on the station”, please could you kindly

(a) provide a copy of this monitoring report; and

(b) if the report at (a) is undated, confirm the date; and

(c) confirm whether any further monitoring of surface noise has been carried out since the sample monitoring at (b).

Please see the attached document “Question 2 report”, dated 27/07/2018. This is the only monitoring that has been done specifically at Kennington station at surface level as part of the NLE works, and relates to a specific generator placed on surface level. This fell within the expected measures. This was carried out for the specific reason of assessing the impact of the generator with the adjacent properties.

Question 3: In response to my point 9 you advise that “We are aware that there is a claim that vibrations have increased. However, our recent noise reports have not shown this to be the case. We are continuing to investigate the matter and further track inspections will be carried out by our noise and vibration engineers”, please could you kindly

(a) provide copies of the noise reports to which you are referring; and

(b) provide copies of the reports of both (i) the investigations and (ii) the track inspections to which you refer.

Please see the reports in the attached folder “Question 3 Reports”.

Note that a number of redactions have been made in the documents. These have been applied under Regulation 13 of the Environmental Information Regulations, which protects against the unfair release of personal data. The redactions have been applied to (a) the signatures of staff, and (b) any information that would allow residents who have complained about noise to be identified by others.
