Thank you for your request received by Transport for London (TfL) on 13 January 2017 asking for information about simulators.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
However, in accordance with the FOI Act, TfL is not obliged to supply the requested document, as it is subject to a statutory exemption to the right of access to information under section 38(1)(a).
In this instance the exemption has been applied as disclosure of the information you have requested would provide the general public with knowledge on the layout and operation of our rolling stock which could put staff and customers at risk.
Disclosure of information under FOI needs to be considered as disclosure to the public at large rather than in isolation to this request and, while there is no suggestion this would be your intention, there remains a risk of this information being misused if widely circulated.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, but in this instance we feel that ensuring the protection of passengers and staff puts the balance in favour of withholding the information.
