We answered
TfL Ref: FOI-1980-1718
Thank you for your email received by us on 31 October 2017 requesting information about the ownership of leaky feeder cables upon expiry of the Connect Private Finance Initiative (PFI).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require
I can advise that the Connect Private Finance Initiative (PFI), is the Transmission and Radio Contract between London Underground and Citylink, which commenced in November 1999.
Under the terms of the contract, Citylink are responsible for all maintenance and operations of the radio and transmission system installed on the London Underground network.
The Connect PFI is a 20 year contract, which will expire on 21 November 2019.
In regards to ownership of leaky feeder cables on the London Underground network in relation to the Connect PFI, the Transmission and Radio Contract provides that leaky feeder cable assets will revert to London Underground at contract end (post November 2019), therefore the ownership of these assets will be retained by London Underground.
