I regularly travel through an area that has its own clean air zone, and was interested in the findings of the six month monitoring report for the ULEZ zone. I would be grateful if you could send me all information held against the following questions under FOIA 2000 and EIR 2004.

Q1. Why was the six month monitoring report for the ULEZ zone not produced by TfL, who consulted over expansion and then implemented it?
Q2. What ULEZ zone revenue was received for the first six months commending 29th August 2023 from the outer London area newly subject to charging?
Q3. What rough estimates are held on the percentage of vehicles with cloned number plates to feign ULEZ zone compliance or exemption?

We record ULEZ income for the entire zone and not just the expanded area.
