Paddington - Underground Entrance Closures and Bakerloo Line Performance

Please provide the following information: 1. The number of occasions where the entrance to Paddington Underground Station (from Paddington National Rail Station) has been closed at any time between 6am and 10am Monday to Friday on account of overcrowding on the Bakerloo line. 2. For the closures at point 1: The length of each closure or, if this is not available, the average length of the total closures. 3. The average interval between Southbound Bakerloo trains arriving at Paddington Underground Station between 6am and 10am Monday to Friday. 4. The average actual length of time between a Southbound Bakerloo line train arriving at Paddington Underground Station and arriving at Embankment Underground Station, for trains departing Paddington between 6am and 10am Monday to Friday. 5. The average delay to Southbound journeys between Paddington and Embankment on the Bakerloo line, for departures from Paddington between 6am and 10am Monday to Friday. 6. The number of occasions on which there have been delays (split between minor and severe) affecting the Southbound Bakerloo Line between Paddington and Embankment, at any time between 6am and 10am Monday to Friday. The response should also state the length of time for which it took the service status to return to Good Service on each occasion. 7. The number of occasions on which a suspension or part suspension of the Bakerloo line has been effected on Southbound services between Paddington and Embankment, at any time between 6am and 10am Monday to Friday. The response should also state the length of time for which it took the line to be re-instated to service on each occasion. This information should be provided for closures / services / journeys / delays / suspensions that have taken place in the last 12 months.

Thank you for your request of 1st October 2019 asking for information about performance on the Bakerloo Line.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold some of the information you require. Your questions, so far as we can answer them, are answered in turn below (in relation to the last 12 months, as requested):

Question 1: The number of occasions where the entrance to Paddington Underground Station (from Paddington National Rail Station) has been closed at any time between 6am and 10am Monday to Friday on account of overcrowding on the Bakerloo line.

And;

Question 2: For the closures at point 1: The length of each closure or, if this is not available, the average length of the total closures.

Answer: Please see the spreadsheet attached titled “FOI-1976-1920 Congestion”, which provides information extracted using a text search of station reports, searching for the words “crowd control”, “congestion” or “crowding” (note that you may need to expand the width of some columns to see the data in full – a point that stands for all the spreadsheets attached). This covers the period 01/10/2018 to 30/09/2019. Note that this does not necessarily represent a 100% accurate set of data, but is the most accurate proxy we can produce within the costs limit for responding to FOI cases (the alternative would be to read through all station reports and manually categorise them, which could only be achieved at disproportionate cost). The reports do not necessarily provide information on the length of each closure, but this is included where held.

Question 3: The average interval between Southbound Bakerloo trains arriving at Paddington Underground Station between 6am and 10am Monday to Friday.

Answer: Please see the spreadsheet attached titled “FOI-1976-1920 Arrivals at Paddington”. This shows all train arrivals at Paddington station on the southbound Bakerloo platform for the dates 01/10/2018 – 30/09/2019 between the times of 06:00 – 09:59. Note that the data has been extracted from the signalling system. Any system issues could result in there being gaps in the data, and therefore trains not appearing in the spreadsheet even if they had run on the day.

Question 4: The average actual length of time between a Southbound Bakerloo line train arriving at Paddington Underground Station and arriving at Embankment Underground Station, for trains departing Paddington between 6am and 10am Monday to Friday.

And;

Question 5: The average delay to Southbound journeys between Paddington and Embankment on the Bakerloo line, for departures from Paddington between 6am and 10am Monday to Friday.

Answer: Please see the spreadsheet attached titled “FOI-1976-1920 Arrivals at Paddington and Embankment”. This shows the time Bakerloo line trains arrive at Paddington southbound platform and then later at Embankment southbound as part of the same journey for the dates 01/10/2018 – 30/09/2019 between the times of 06:00 – 09:59. These two times have then been subtracted to work out the journey time for each train. In total there are 23661 records. Of these, 390 have a blank arrival time at Paddington, and / or Embankment. These could be because the train was withdrawn from service, or the train was renumbered to a different train, meaning that although the train went through both stations, the times are not directly linked in the system. Noe that the TfL website advertises the timetabled journey time as 13 minutes.

Question 6: The number of occasions on which there have been delays (split between minor and severe) affecting the Southbound Bakerloo Line between Paddington and Embankment, at any time between 6am and 10am Monday to Friday. The response should also state the length of time for which it took the service status to return to Good Service on each occasion;

And;

Question 7: The number of occasions on which a suspension or part suspension of the Bakerloo line has been effected on Southbound services between Paddington and Embankment, at any time between 6am and 10am Monday to Friday. The response should also state the length of time for which it took the line to be re-instated to service on each occasion.

Answer: Please see the spreadhseet attached titled “FOI-1976  Service Status”. Data is extracted from the service status advertised to public between 01/10/2018 – 30/09/2019. This shows the status for the whole line (column B), although the specific details are listed under service status (column E). There could be multiple entries for one day depending on how often the status has changed, the area of the line impacted, or a change in progress. The data relates to the whole line, rather than only the Paddington to Embankment section, as the majority will impact the whole line. The detail in column E provides information on how widespread the disruption was.
