I would be obliged if you could supply me with the legal advice (& from whom) that TFL received when concluding that the Uber (BV) app was a price comparison website in the 2014 uber model investigation conducted by Garrett Emmerson & Howard Carter

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

 

The legal advice held in relation to the role of Uber BV can be found in the note published at the following link: https://www.london.gov.uk/about-us/london-assembly/london-assembly-publications/future-proof-taxi-and-private-hire-services Please see the document published there called ‘TfL Uber legal advice_0.pdf’ as well as a letter from Sir Peter Hendy of 10 March 2015 (‘TfL- Uber 10 March_0.pdf’) which explains the circumstances in which that note was prepared.

 

There was no other written advice on the issue that you refer to prior to this note.
