 We are not aware of any TfL money being spent on the taxi facilities and rank at Heathrow Airport. These are managed and funding by Heathrow Airport Limited (HAL), so you may wish to contact HAL to request information about the taxi ranks at the airport: Heathrow: Welcome to Heathrow Airport | Heathrow
