Could you please provide information about how many Tesla vehicles have been issued with a PCN for driving in London CC without prior registration for a 100% discount (which applies for electric vehicles until 2025) between October 25, 2020 and December 31, 2020.

Thank you for your request received by Transport for London (TfL) on 15 January 2021 asking for information about Congestion Charge penalties for Tesla vehicles.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
Between October 25 2020 and December 31 2020 there were 2,039 Congestion Charge Penalty Charge Notices (PCNs) issued to Tesla vehicles.
Although pure electric vehicles are eligible for 100% discount from the Congestion Charge they do need to be registered with us before driving in the zone to avoid being issued with a PCN. This information is on our website and if customers receive a PCN they believe to have been wrongly issued they can make a representation and provide evidence that their vehicle is fully electric and complaint with the Cleaner Vehicle Discount criteria.
