Thank you for your request received by Transport for London (TfL) on 28 September 2019 asking for information about Congestion Charging.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
Unfortunately, we do not hold the information you require. The 100% Congestion Charging Blue Badge discount is run as part of the wider Congestion Charging scheme and it is not possible to split out the costs of administering the Blue Badge discount from the total running costs of the scheme. Therefore, we are unable to state specifically whether any revenue has been made in terms of the registration fee. Additionally the fee is set out in the Congestion Charging Scheme Order and is not set by Capita, who are contracted to run the scheme.
The £10 registration is fee is payable as a one of charge at the point of first registration, there is no charge for renewing a Blue Badge discount. The fee is designed to cover the general running costs of the discount including telephone and email enquiries, dealing with initial registrations and renewals and issuing account related correspondence.
