You asked
Lower Road Bridge, EL31 (LRB) over Surrey Quays station is owned by you. Southwark Council inform me that bridge EL31 cannot take two way traffic and that in the future traffic must be limited to buses and bicycles. A Southwark Council cabinet member emailed me today and is concerned that the strength of the bridge and / or the width of the bridge prevents providing Cycleway 4 and full two-way traffic. I can find no information in the public domain that informs that Lower Road Bridge, EL31 (LRB) over Surrey Quays station is not strong enough to carry two way traffic. The bridge currently carries two lanes of southbound traffic including double decker buses and fully laden concrete lorries. I have found some information - please see below. I am not sure you can help with the width issue that would require all landowners to work together.
Please can you inform me if Lower Road Bridge, EL31 (LRB) over Surrey Quays station (which provides the current A200 southbound road) can support two way traffic? You will have the Rotherhithe Movement Plan be aware of the proposals and that your Option 1 was discarded by Southwark Council.
Is any of the traffic currently driving over EL31 too heavy? The double decker buses too heavy? The fully laden concrete lorries?
Please can you tell me if any strengthening works have been carried out for Lower Road Bridge, EL31?
This request is in the public interest because Southwark Council is proposing to introduce two way traffic on the Lower Road Bridge, EL31 (LRB) but limit use to buses and cyclists only. One reason given is that the bridge cannot cope with the traffic. Current modelling shows that restricting EL31 to buses and cyclists causes substantial / severe increases in motor traffic along residential streets including Bush Road, Rotherhithe New Road and Rotherhithe Old Road which is against Mayor Of London policy, EU / Government policies and Southwark Council policies including for pollution, health, healthy streets and wellbeing.

I can advise that Lower Road Bridge satisfies full assessment loading (40/44 tonnes) to BD21/01.
Strengthening works have also been carried out in the past.
