You asked

I am interested in finding out how many times suspicions were raised under the Anti Fraud and Corruption Strategy in relation to companies tendering for TfL contracts, for the time period 2015/16 and 2016/17. Please can you let me know how many times suspicions were flagged to or by TfL’s Fraud Team during procurement processes (e.g. suspicions that a procurement board’s scoring / interactions with a company or companies was fraudulent or too impartial to be legitimate). Please can you also let me know how many of these total flags were taken forward and investigated, and how many of these investigations led to police / judicial action. In cases where police / judicial action was taken, it would be good to know what charges (if any) were brought (or if proceedings are ongoing). Please can you also let me know the above information for suspicions raised / acted on after the contract had been awarded, rather than during procurement (if this is recorded separately).

Thank you for your request received by Transport for London (TfL) on 17 October 2017 asking for information about how many times suspicions were raised under the Anti Fraud and Corruption Strategy in relation to companies tendering for TfL contracts, for the time period 2015/16 and 2016/17.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.

We take any reports or concerns related to procurement fraud extremely seriously and fully investigate these when they are reported. During 2015/16 and 2016/17, there were three reports made and investigated, none of which resulted in police/judicial action being taken.

Reports relating to suspicions of fraud occurring during TfL procurement process for 2015/16 and 2016/17:

  1. Reports of suspicions relating to procurement fraud received during procurement process

     

    1. Number of times suspicions flagged to TfL’s Fraud Team – this information is not held in a way that enables it to be reported on.

       

    2. Number of investigations undertaken by TfL Fraud Team - 1 (year 2016/17).

       

    3. Number of cases where police/judicial action taken 0.

       

       

  2. Reports of suspicions relating to procurement fraud received post procurement process

     

    1. Number of times suspicions flagged to TfL’s Fraud Team – this information is not held in a way that enables it to be reported on.

       

    2. Number of investigations undertaken by TfL Fraud Team - 2 (both year 2015/16).
