TfL Ref: FOI-1945-1920
Thank you for your email received by Transport for London (TfL) on 27 September 2019, asking for copies of any provisional diagrams, maps or posters indicating the position and interchanges of the Elizabeth Line (EL).
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we do hold the information you require.
Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.
We have estimated that it would considerably exceed the cost limit to provide a response to your current request. It would be a very time consuming task to try to locate all initial drafts or proposals that were considered for the Elizabeth Line (EL) as the project itself has been running for a number of years and there have been multiple people involved across a variety of teams, some of whom don’t work in TfL anymore. The task to search through all EL material we hold across different teams, in order to locate any provisional diagrams and maps, would be too great to the level requested in terms of time and resources.
To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. For instance, we could provide you with some current pieces of Elizabeth Line Customer Information that we are presently working on.
Furthermore, if you are interested in the EL signage, keep an eye on the TfL website where all the approved and finalised EL products (such as maps and car line diagrams) will be posted.
At present, there are only thoughts around how the EL will be represented on the tube map and other information products and nothing is even in the draft stage.
Please note that we will not be taking further action until we receive your revised request.
In the meantime, if you have any queries or would like to discuss your request, please do not hesitate to contact me.
Please see the attached information sheet for details of your right to appeal.
Yours sincerely
