I would like to resubmit the request in a form which you will be able to respond to.
For each of the ULEZ and Congestion charge zones for each of the last 3 years, please provide details of:
1. Confirmed potentially chargeable vehicles observed during charging hours (ie a car entering the zone on 20 separate chrgeable days in a year will be counted 20 times)
2. No. of potentially chargeable vehicles for which no match against payment was made
3. Total No. of daily charges paid (by whatever means, including manually or by autopay) for the year.

Thank you for your email received by Transport for London (TfL) on 2019.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:
For each of the ULEZ and Congestion charge zones for each of the last 3 years, please provide details of:

We are currently working to develop a similar online fact sheet for ULEZ and this will be published online in due course. In accordance with the FOI Act, TfL is not obliged to supply this information as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act. In this instance the exemption has been applied as the information you have requested is intended for future publication.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. TfL recognises the need for openness and transparency by public authorities and the particular public interest in disclosure of this information, However in this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.

In the table below we have provided for each year the total number of Penalty Charge Notices (PCNs) issued where no valid charge was found and the vehicle is not subject to an exemption or discount, and underneath the total number of valid charges paid for driving within the zones.
