You asked

Could you please provide me with the following in regards to the ULEZ expansion? • Number of non-compliant vehicles which paid the ULEZ charge in the EXTENDED zone between and including 29th August and 4th September 2023. • Number of non-compliant vehicles which received a fine from driving in the EXTENDED zone between and including 29th August and 4th September 2023. If that’s not possible then we’ll look at the full ULEZ zone: • Number of non-compliant vehicles which paid the ULEZ charge in TOTAL between and including 22nd August and 28th August 2023 and then 29th August and 4th September inclusive. • Number of non-compliant vehicles which received a fine from driving in the ULEZ zone 22nd August and 28th August 2023 and then 29th August and 4th September inclusive.

Thank you for your request received on 7 September 2023 asking for information about Ultra Low Emission Zone (ULEZ) charges and penalty charge notices (PCNs).

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we do hold the information you require.

The ULEZ was originally launched on 8 April 2019 and covered the same area of central London as the Congestion Charging zone. On 25 October 2021 the ULEZ was expanded to cover the area up to but not including the North and South circular roads. The ULEZ was further expanded to cover all of London on 29 August 2023.
 
In accordance with the FOI Act, TfL is not obliged to supply you with the information you have requested as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act. In this instance the exemption has been applied as some of the information you have requested is intended for future publication.

The information you have requested is intended for future publication on our website, when we report later this year on the first month of operation of the expanded zone.

Please note that ULEZ income is also published per financial year and is detailed in our annual statement of accounts. An updated statement will be published in due course:
