Please can you supply details of the number of congestion charge payment accounts on your system with less than 3 transactions in total, analysed by year of creation.

Thank you for your request received by Transport for London (TfL) on 3 September 2023 asking for information about Congestion Charge accounts.
Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold the information you require.
In order to pay the Congestion Charge through an account a motorist must set up an Auto Pay account. This allows the charge to be automatically debited on the account when a registered vehicle is observed in one of our charging zones. In addition to the Congestion Charge an Auto Pay account also takes payment for our other Road User Charging Schemes, the Ultra Low Emission Zone (ULEZ) and the London Wide Low Emission Zone (LEZ). We currently have around seven million Auto Pay accounts.
The table below details the number of Auto Pay accounts, by year of activation, which have had less than three Congestion Charges debited on them.
It should be noted that this relates to Congestion Charges only and includes accounts which have ULEZ or LEZ charges but less than three Congestion Charges. The number of accounts, particularly in the latter years, will reduce as more Congestion Charges are levied on them. We only hold the data from the 1 January 2017 and the figures include accounts activated up to 4 October 2023.
