Please can you advise under the Freedom Of Information act how many vehicles enter the ULEZ each day who have not prepaid or use autopay,AND of these how many pay in time not to be given a penalty fine. And how many penalty fines are given out of these . If I could have these figures for the whole month of August 2019.

Thank you for your request received by Transport for London (TfL) on 24 September 2019 asking for information about the ULEZ.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked for the whole month of August 2019 for information on how many vehicles enter the ULEZ each day who have not prepaid or use autopay; how many pay in time not to be given a penalty fine; how many penalty fines are given out of these.
London’s toxic air is a public health crisis and we’re committed to tackling it. The introduction of the ULEZ on 8 April 2019 and its expansion to the North and South Circulars in 2021 is not about making money, but about improving the health and wellbeing of thousands of Londoners.
Around half of London's air pollution is caused by road transport and there is no way to make a massive improvement to London’s air quality without taking the most polluting vehicles off the road. The majority of toxic road transport emissions come from cars, so we need to take action to encourage people to drive less and upgrade to cleaner vehicles.
The table below shows the daily average number of unique vehicle registration marks (VRMs) travelling into the ULEZ zone and how many were and were not compliant with the ULEZ standards. Of these we have then provided figures showing the number who have paid the daily charge, broken down by pre-paid, Pay Next Day (PND), Auto Pay and Fleet charges. Following this is the number who have contravened, broken down by Penalty Charge (PC) raised and Penalty Charge Notice (PCN) actually issued. Finally of these, the number who are exempt or have 100% discount from the charge. This data is for the month of August 2019 as requested.
