Wandsworth Town Centre 11. Kew Bridge This is sometimes referred to as “embodied carbon”. For the avoidance of doubt this is not a request for carbon emissions data directly related to the use of the road by all kinds of vehicles over the 60 year assessment period. Thank you for your request received by Transport for London (TfL) on 21 December 2020 asking for information about embodied carbon in road building.

Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy.

Unfortunately we do not hold the information you require. All the schemes mentioned in your request are part of the DfT MRN (Major Route Network) bids we are currently preparing business cases for. They are a mixture of asset replacement/refurbishment schemes and transformational schemes.

All schemes are at very early stages of development we have had an opportunity to undertake the carbon calculations yet.

There is a significant cost for these works and TfL is still developing its approach to carbon modelling to ensure it adds value. There are trials ongoing to meet the requirements of PAS2080 in the London Underground (LU) and Major Projects Directorate (MPD) business areas. The outputs of this will be reviewed and a decision will be taken whether to expand PAS2080 compliant modelling to other projects and business areas.

The following Major Projects & Asset Renewals’ projects are highway structure maintenance and like for like capital renewal works. We haven’t done and do not anticipate doing any carbon modelling for these types of works:

Hope and Anchor Flyover

Kew Bridge

The works are of a high magnitude of cost (over £50m in some cases) due to the scale of the assets and not necessarily the complexity. We are not doing any new development work either or changing the existing highway configurations. Therefore there isn’t a lot of potential for carbon savings from alternative design solutions. TfL already ensures that high levels of recycled materials are used in all road schemes to minimise embodied carbon.
