Thank you for your request received by Transport for London (TfL) on 18 December 2020 asking for information about the percentage of PCN’s issued to non UK registered vehicles since the inception of both ULEZ and LEZ.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked: What is the percentage of PCN’s issued to non UK registered vehicles since the inception of both ULEZ and LEZ.
The % of PCNs issued to non-UK vehicles since the schemes started are:
Low Emission Zone (LEZ): 55.4% (since 4 February 2008)
Ultra Low Emissions Zone (ULEZ): 4.4% (since 8 April 2019)
We have endeavoured to provide adequate information to ensure that all motorists, including those from outside London, are aware of the schemes and how they operate. As well as placing signage at each entry and exit point and along all main approaches to the zones, our website contains extensive information regarding the scheme and how they operate. We also publicise the LEZ at motorway service stations close to UK ports, place adverts in EU trade publications and featured on the Motorway Buddy app.
