Thank you for your request received by Transport for London (TfL) on 3rd November 2022 asking for information about camera based cycle counts.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I can confirm that we hold the information you require.

TfL has a number of camera based sensors on the network which record vehicles by mode and this includes cycles. This is the start of a journey in the production of a metric which will use a much larger number of cameras that will be placed into a stratified sampling framework which will collect cycle counts for the purpose of conversion into the correct cycle demand metric of cycle kms by different road types in London. Due to the vast amount of data that is being collected we do not have spreadsheet summaries of our current data collection and they are not yet consolidated into a Pan-London metric.

We are looking to do this work in the next few months and to publish a new cycling metric initially based on percentage growth of cycling, not counts of cyclists nor cycle kms (as the current number of camera samples is so small) with a 2022/23 baseline in April 2023. We estimate that by March 2025 we will have enough cameras on the network installed on the road network to provide a representative view of cycling and at that point we will publish a comprehensive metric of cycle demand in cycle kms for the different constituent parts of London.

The requested information is therefore exempt from disclosure at the current time under section 22 of the Freedom of Information Act, the exemption which can apply where information is due for future publication. Section 22 is a ‘qualified’ exemption, meaning we have to assess whether the public interest in applying the exemption outweighs the public interest in immediate disclosure. In this instance we consider that the public interest favours the publication of this information in context and according to the pre-determined schedule.
