The statutory duties placed upon Highway Authorities when implementing changes to the road network through the Traffic Management Order process is stipulated in the Road Traffic Regulation Act 1984 (RTRA). Authorities may decide to go above and beyond statutory consultation requirements stipulated in the Act. Given the specific scheme which you referenced is a Westminster City Council’s scheme, you will need to contact them to understand the processes they followed.
