Thank you for your request received by Transport for London (TfL) on 7 December 2020 asking for copies of the Road Safety Audits (RSA) as they relate to the temporary measures TfL has introduced between Balham and Colliers Wood. You also asked for the rationale behind the removal of some disabled parking bays.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
Road Safety Audit
TfL Engineering has developed designs along the A24 between Tooting and Balham. As part of this design process, TfL Engineering designed the highway layouts based on industry specific local and national design guidance. These designs were then assured by appropriate recognised industry experts. The proposals were also the subject of Road Safety Audits (RSA) (please see attached RSA documents). Each of the recommendations included in the RSAs were accepted or partially accepted, and all physical changes required have since been either completed or are in the process of being completed. The documents themselves have been redacted for personal information such as name and contact details of the TfL staff involved in undertaking the audits.
The RSAs for the London Streetspace Programme works were undertaken in accordance with a revised ‘RSA lite’ process which is also attached (TLRN: Recovery and Restart, TfL Engineering - Road Safety Assurance of Designs). This was developed due to the COVID lockdown travel restrictions and tight programme timescales.
