Congestion Charge paid for instead of DART charge

I mistakenly paid the congestion charge instead of the DART charge as the signage is the same. Please could you tell me how many other similar charges have been made or have there been written complaints regarding these separate charges? This is for a 12 month period. Thanks

Thank you for your request received by Transport for London (TfL) on 12 December 2020 asking for information about Congestion Charge paid for instead of DART charge.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
Unfortunately we do not hold the information you require - We do not record the reason a customer makes a payment for the Congestion Charge when they go online to do so.
We also do not record this as a reason category when a complaint is logged, and therefore to provide information on any complaints received on this topic we would need to manually go through thousands of complaints to compile this information. This would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.
