You asked

Please provide me with copies of all Equality Impact Assessments (EqIAs) relating to developments on station car parks including the 15 listed below and any other car park developments that are proposed. Arnos Grove, Blackhorse Road, Canons Park, Cockfosters, Colindale, Finchley Central, Harrow-on-the-Hill, High Barnet, Hounslow West, Northwood Town, Rayners Lane, Stanmore, Sudbury Town, Wembley Park and Woodside Park.

Thank you for your request received on 9 December 2020 asking for copies of all Equality Impact Assessments (EqIAs) for London Underground station car park developments.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you have requested.

Please find attached the requested EqIAs that we hold. Please note that these are live documents which are subject to change as proposals for the car parks develop and go through the planning process. Information on the current status for all our development sites on our website:

We do not hold an EqIA for Woodside Park as one was not undertaken as this site was not a station car park but an area of informal storage. We also do not hold an EqIA for Harrow-on-the-Hill and work on this project came to a close approximately 18 months ago. The sites remains under consideration for development in the future.

On Hounslow West, we are currently considering the requirements for a housing scheme and working with internal stakeholders to understand the constraints on the site. Once we have finalised our approach and have a clearer understanding of type of scheme that is suitable for the site, we will produce an EqIA.

In accordance with our obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
