Dear FOI team, I am sending this request under the Freedom of Information Act. There are several SFM Traffic Personnel who work on Westminster Bridge Road, near the junction with Parliament Square. They appear to direct cyclists and pedestrians, acting almost as human traffic lights/pedestrian crossings. I should like to know the following information about them: 1. Are they in-house staff or from an external company? 2. How many SFM Traffic Personnel work for your organization across London? 3. How many SFM traffic personnel work on Westminster Bridge Road in the course of a normal 24 hour period (say from 00.01-23.59)? 4. Do they work on Westminster Bridge Road 24 hours a day? 5. For how long have they worked at this location? 6. For how long will they continue to work at this location? 7. So far, how much have they cost (in £) your organization to work on Westminster Bridge Road? 8. Do these traffic personnel have a duty to report accidents encountered as a consequence of their work during their working hours on Westminster Bridge Road (e.g. collisions between cyclists and pedestrians on the road because of the absence of traffic lights)? If so, please list the accidents reported since their work began along with dates of the incidents. 9. Do SFM traffic personnel work at any other locations (e.g. Hammersmith Bridge)? If so, please list them. If you need any further information from me in order to deal with my request, please call me on [xxxxxxxxxxxx]. If you are encountering practical difficulties with complying with this request, please contact me as soon as possible (in line with your section 16 duty to advise and assist requesters) so that we can discuss the matter and if necessary I can modify the request. If you are able to supply some of this information more quickly than other items, please supply each item when you can rather than delay everything until it is all available. If it is necessary for any reason to redact any information, please redact the minimum necessary and send me the rest of the material, explaining the legal grounds for each redaction. Thank you for your email of 13th September 2019 asking for information about the traffic personnel currrently working on Westminster Bridge Road.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

TfL does not hold the requested information. The staff in question are not TfL staff, nor are they being contracted to work on our behalf. Rather, I understand that they are working on behalf of Westminster City Council. I would suggest, therefore, that you redirect your questions to that body.
