Can you also please treat this as a FOI request for the following information please: 1. The number of PCN issued for the Congestion Charge in its first 4 months of operation with a breakdown of the number of PCN's issued to vehicles registered in London postcodes and outside London postcodes. 2. The number of PCN issued for the ULEZ in its first 4 months of operation with a breakdown of the number of PCN's issued to vehicles registered in London postcodes and outside London postcodes.

Thank you for your request received by Transport for London (TfL) on 10 September 2019 asking for information about the ULEZ and PCNs issued.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked:

1. The number of PCN issued for the Congestion Charge in its first 4 months of operation with a breakdown of the number of PCN's issued to vehicles registered in London postcodes and outside London postcodes.

We introduced the Congestion Charge on 17 February 2003. In the first three months of operation, we issued 344,169 PCNs to drivers for non-purchase of the daily charge.

We no longer hold information relating to PCNs issued by registered keeper’s postcode.

2. The number of PCN issued for the ULEZ in its first 4 months of operation with a breakdown of the number of PCN's issued to vehicles registered in London postcodes and outside London postcodes.

We introduced the ULEZ on 8 April 2019. As the ULEZ scheme was new, between 8 April and 10 May we issued warning notices rather than PCNs.

Penalty Charge Notices are issued to the registered keeper of a vehicle as held by the Driver and Vehicle Licensing Agency (DVLA).

When the vehicle which incurred the penalty is on hire or lease the penalty will be sent to the hire or lease company rather than the driver. Therefore the postcodes below do not necessarily indicate that the driver is based outside of London.

The below table shows a breakdown of how many PCNs we issued for non-payment of the ULEZ daily charge split between postcodes within and outside of London. For the purposes of this response London postcodes are referred to those registered within the 32 London boroughs.   This data is accurate as of 5 September 2019.
