Thank you for your email received by us on 8 October 2018 asking for information about safety at Kennington Station in relation to changes to the station layout.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked:
whether notices under Article 29 and /or Article 30 of the Regulatory Reform (Fire Safety) Order 2005 have been served on TfL in relation to Kennington Underground Station ("the Station"), and if so in what terms
the terms of those Fire Safety Audits conducted in relation to the Station which were the subject of discussions with the Fire Commissioner and predecessors, as identified by the Fire Commissioner FoI response, Tfl's responses to those Audits and the outcomes
what alterations have been proposed having regard to Article 29 in relation to the Station, when first proposed, and whether implemented
I can advise that when we propose changes to a station layout, we have to submit an S1088, an Application for Change to Fire Precautions, to the London Underground Ltd Fire Safety Unit (FSU) who then advise the London Fire Brigade (LFB) of the proposed change. The LFB then record and accept our changes with an alterations notice.
 
The Article 29 Proposed Alterations are detailed in the table referenced in your request. The Fire Safety Audits you mention are the regular audits undertaken by the London Fire Brigade. The Goodwill advice we have no knowledge of.
 
The changes which have been recorded by the Fire Safety Unit since January 2016 are listed below:
 
• Approval 027 – Change of use of room 1/011 to office.
• Change Notice 9653 – Lift No 1 Motor Renewal.
• Approval 028 – Relocation of Public Help Points.
• Approval 029 – Construction of new cross passages and the temporary hoardings for the works.
• Change Notice 10167 – Temporary installation of pipework for concrete pouring.
• Approval 030 – Changes to the temporary hoardings following new cross passage completion.
 
We have not received any notices from the London Fire Brigade since January 2018.
