Please can you provide me with the following information:
The salary payments of TfL employees within Surface for Bands 1 to 5 and categorised accordingly:
1) Who are they,
2) How long have they been working for TfL,
3) The qualifications skills and knowledge they had when they were offered the jobs they are currently doing,
4) .What race do these employees belong to,
5) How many current employees were previously violent offenders.

Thank you for your request received by Transport for London (TfL) on 6 October 2017 asking for information about employees in Surface Transport.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
I can confirm that we do hold some of the information you require. However, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.
Furthermore, some parts of your request are unclear, but would appear to be asking for personal information. In accordance with TfL’s obligations under the Data Protection Act 1998 (DPA), personal information such as names and information such as salaries and qualifications for an identified individual will not be released, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.
I have added some comments to each of the questions you raised, which will help you to understand this refusal, and how you may refine your request should you wish to submit a further request which we are able to answer.
