Dear Transport for London, I would like to receive documentation, including planning reports, briefing notes, decision changes and authorisations, and risks assessments relating to road closures in London during October 6th 2019 - October 15th 2019 specifically relating to The City Of Westminster borough. I mean by 'Road Closures' any kind of closure planned or unplanned to roads or public highways, including but not limited to: road maintenance, accidents, protests, closure orders from Metropolitan Police Service, or closures as a result of Metropolitan Police Service' occupation or policing of roads or highways. Please also include documentation in relation to the Queen's 65th State Opening on 14th October 2019.

Thank you for your request received by Transport for London (TfL) on 6 December 2020 asking for information about road closures in Westminster.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Please find attached a spreadsheet showing the road closures in the City of Westminster for the period requested. Transport for London is responsible for the red routes throughout London, and we therefore only hold information relating to the 25 roads we own in Westminster. If you require information on any of the other roads, this information would be held by the City of Westminster.

As you will see there are a lot of entries on the spreadsheet, and therefore to provide the detail requested - planning reports, briefing notes, decision changes and authorisations, and risks assessments – for each event would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.

If you were able to focus your request to specific road closures we could look to provide you with any documents which are held.

If you are considering submitting a further FOI request please think carefully about whether the request is essential at this current time, as answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity.
