Thank you for your request received by Transport for London (TfL) on 11 November 2021 asking for information about cancelled / non stopping services at Hanwell station since TfL Rail began management of the station.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:
Since TfL Rail took over Hanwell station, what percentage of scheduled services due to stop at Hanwell (a) were cancelled within 24 hours of the scheduled departure time, (b) did not stop at Hanwell but continued on to Southall even though they were advertised to stop at Hanwell, and (c) were cancelled due to planned engineering work?

TfL Rail have run trains to Hanwell since the timetable change date in May 2018 – Sunday 13 May 2018.  Since that time and until 18 November 2021, there have been 107,738 trains booked to stop at Hanwell.

The answers to your questions are as follows:
 
(a) 3.1% (3363 trains) that were booked to stop were cancelled within 24 hours (unscheduled cancellations).

(b) 0.1% (110 trains) failed to stop at Hanwell, but then continued on to Southall.

(c) I can confirm that we do hold the information you have requested in part (c) of your request, however, to answer this question would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer this part of your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.

To explain further, when trains are cancelled due to planned engineering works, they are effectively removed from the train planning systems and as such they don’t ‘exist’ to count on those days; this means that in order to extract the data on the trains cancelled due to planned engineering works, we would have to go back and manually check what the planned service was against the actual service and then do the comparison for each service affected over the period covered by your request. It would significantly exceed the cost limit to complete this task.

We can, however, provide information on the days and times there were no services at Hanwell due to planned engineering works. Please see the list of the engineering blocks that affected the Hanwell stops in the table below.
