Data relating to the ULEZ car and motorcycle scrappage scheme

Please could you provide me with a list of all vehicles that have been scrapped under the ULEZ scrappage scheme since the commencement of the scheme. Please include the make, model, year and fuel type of each vehicle.

Thank you for your request which we received on 29 August 2023, asking for information about the ULEZ scrappage scheme.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy.  I can confirm that we hold the information you require. You asked for:


a list of all vehicles that have been scrapped under the ULEZ scrappage scheme since the commencement of the scheme. Please include the make, model, year and fuel type of each vehicle.
 
As of 17 August 2023, a total of 12,893 vehicles have been scrapped or approved to be scrapped. For more information about the current £110m scrappage scheme funded by the Mayor of London to provide financial assistance to help eligible Londoners scrap their highest polluting vehicles to prepare for the expansion of the ULEZ across all London boroughs, please see the published scrappage scheme factsheet: https://content.tfl.gov.uk/scrappage-scheme-factsheet-aug2023.pdf which is updated on regular basis.
 
Unfortunately, to provide the additional breakdown you asked for would take an excessive amount of staff time and resources. As we are not able to report on this, we would have to manually open and check all 12,893 records and extract the further details. Therefore, this part of your request is being refused under regulation 12(4)(b) of the EIRs on the grounds that it is “manifestly unreasonable” because locating, extracting and collating this additional information would impose 
unreasonable costs on us and require an unreasonable diversion of resources. However, more detailed analysis will be available in an evaluation report that will be published once the scrappage scheme has closed.

he use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote accountability and transparency in public services. However, the time it would take to provide the information you have requested would divert a disproportionate amount of our resources from its core functions and on balance we consider that the public interest currently favours the use of the exception.
 
We will consider your request again, if you are able to narrow its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you have specific questions we will be happy to consider those.
